DEERFIELD TOWNSHIP REGIONAL STORM WATER

DISTRICT BOARD MEETING

August 10, 2004

 

 

Board members present: Susan Berger, Walt Daniels

 The meeting was called to order at 6:42 p.m. There was a moment of silence and then the Pledge of Allegiance was recited.

 There was no public comment.

 A motion by Walt Daniels and second by Susan Berger to approve the July 13, 2004 minutes with one change. Motion carried.

 John Albers and Eric Luckage, with Albers and Albers, gave a presentation. The presentation included the following review: bylaws, plan of operation, chapter 6119, petition to form district, brief in support of district, final entry forming district and preliminary study of reasons for the district.

 The Board discussed the following items.

·        Legal and accounting, no advertisement required

·        Request qualifications for engineering

·        Insurance could be a rider on Township policy

·        Ohio Government Risk Management Group is a second option for insurance

·        Albers stated that Board members can talk around each other as long as they don’t make decisions

 A motion by Walt Daniels and second by Susan Berger to accept Albers & Albers as legal counsel at a rate of $185 per hour. Motion carried.

 John Albers stated that most Boards compensate Board members $50 to $125 depending on amount of time spent.

 Susan Berger asked if they (Board members) could get health insurance through the Township or possibly on the Cobra plan.

 Albers & Albers would like a copy of all past meeting minutes.

 The Board requested an update on the Simpson Creek Watershed Project and discussed if the Storm Water Board would ultimately fund this project.

 Susan Berger asked for a copy of the Township pollution control plan.

 The Board requested Greg Horwedel and Larry Weis to attend their work session on August 18, 2004 at 7:00 p.m.

Susan Berger updated the Board on the Polk Run meeting that she attended.

 Susan Berger suggested inviting to one of their meetings the Administrators from Symmes and Sycamore Townships and the City of Montgomery.

 Susan Berger suggested that the Board make a flier to hand out at Deerfield Days.

 Susan Berger and Walt Daniels want to move forward on placing watershed signs.

 

A motion by Walt Daniels and second by Susan Berger to pay Adventure Products, Inc. in the amount of $20 for name plates. Motion carried.

 A discussion was held on the Township providing staff to act as clerk for the Board and take note and keep their books.

 At the next meeting the following will be discussed:

·        Insurance in place

·        Review and modify bylaws

·        Resolution review

·        Budget request to Township

 A motion by Walt Daniels and second by Susan Berger to adjourn the meeting at 9:42 p.m. Motion carried.
