Greenfield Place Storm Sewer Repair Project
Project History
In November, 2006, a resident of Greenfield Place subdivision came before the Storm Water District Board to report problems with sinkholes in his yard and a neighboring one.
This started a lengthy investigation involving the Storm Water District, Deerfield Township, and Warren County. Temporary repairs were made by the Township to one sinkhole.
During the investigation, the District became aware of severe flooding on subdivision streets.
According to a report put together by the District's consulting engineering firm, the sinkholes were caused by collapsed storm water pipes.

Ownership of Easements/Storm Water Infrastructure
The problem in Greenfield Place brings to the forefront another storm water issue in Deerfield Township, that of ownership of the storm water infrastructure.
This is another issue that needs to be addressed by the Storm Water District, the Township, and the County.
Timeline
November, 2006 - A resident of Greenfield Place appeared before the Storm Water District to ask for help with sink holes in two yards.
May 21, 2007 - Representatives from the Storm Water District met with the HOA and residents of Greenfield Place. They presented the engineer's findings and solicited the involvement of the HOA.
Fall, 2007 - Two residents of Greenfield Place filed formal Requests for Assistance with the Storm Water District.
November 27, 2007 - At their regular monthly meeting, the Storm Water District Board met with residents of Greenfield Place to discuss the issue further. Residents reported seeing new small sinkholes forming along the pipe between the two large sinkholes.
January 8, 2008 - The Deerfield Regional Storm Water District passed the following motion:
"The Board of Trustees of the Deerfield Regional Storm Water District authorizes Camp, Dresser, and McKee Inc., its consulting engineering firm, to conduct an investigation into the scope of the problems at Greenfield Place and prepare a cost estimate for repair."
March 11, 2008 - CDM presented the following report to the District Board. The Board approved the additional investigation recommended by the report.

June 10, 2008 - After more detailed televised investigation of the pipes involved, CDM presented the following two reports to the District Board detailing the full extent of the damage and engineering cost estimates for several different solutions for repair:

July 22, 2008 - The Board voted to hire an appraiser to determine which properties would be affected for possible assessment purposes. CDM presented a revised Probable Cost Report including a CIPP Liner alternative:

August 12, 2008 - A representative of ADS (the supplier of the pipe used in Greenfield Place) addressed the Board and offered to make an in-kind contribution of replacement pipes to aid in the repairs. CDM advised the Board that they had met with the property appraiser for a field investigation and to provide maps and reports.
September 9, 2008 - The Board authorized CDM to prepare design plans, specifications, profiles, and estimated cost for the Greenfield Place Storm Sewer repair in preparation for project bidding. CDM with prepare these for two alternative materials: (1) reinforced concrete and (2) pipe donated by ADS. CDM also presented an estimated time table until project completion.
October 14, 2008 - The Board received the appraiser's report determining what properties benefit from the repairs in Greenfield Place.

December 9, 2008 - The Board held a public meeting inviting all property owner's who on the potential assessment list. Presentations were made by the property appraiser, the Board's attorney, and the Board's consulting engineering. A question and answer period followed. Questions were collected and organized into "Frequently Asked Questions" to be posted on this site.
The Board also issued a press release. Finally, the Board voted to pay for half the construction expenses up to $200,000.00.
